What exactly is a HomeBuyer?

IF YOU PAY THE INTERIM OCCUPANCY FEE TO THE BUILDER FOR A PERIOD OF ONE YEAR OR MORE,
DOES THE BUILDER NOT HAVE TO REMIT THE TAXES FOR THAT PERIOD AND THEN WHEN YOU TAKE OWNERSHIP YOU PAY THE TAXES FOR THAT PERIOD.
(AS PER YOUR DEFINITION ABOVE "INTERIM OCCUPANCY FEE IS THE COMMON EXPENSE, PROPERTY TAX AND INTEREST ON THE UNPAID BALANCE.)
CAN ANYONE HELP REGARDING THIS BECAUSE I DON'T WANT TO PAY THE TAXES A SECOND TIME IF THE BUILDER ALREADY PAID THEM.
